If you have been tracking the material I have shared with you (a challenge I acknowledge), you will see examples of EXACTLY this process at work in Government contracted science projects today and have been for many years now, where an individual coming up with a solution was told to keep quiet about it, because they were paid to look for solutions, not find them.
